Download limits not applied correctly

I made request to the download api with the Api-Key and Authorization headers but no matter the token I set it always returns:
406 code

I thought that each user(token) have different limits applied?
I seems like the limit is a global limit for each Api-Key?

There are 2 checkboxes in the consumer form, one to allow anonymous downloads, it means you don't need to send a bearer, and the other one is "under dev" that indicates "If checked, your consumer will be allowed to perform 100 downloads per day without user authentication"

and yes, the users have each their quota, once it's reached it fallsback to the app quota
