Only non-English parts?

I love subtitles when they only come up when the dialog is not in English. However it seems that there is no consistency in being able to FIND those files! Is there no demand for this type of thing and if there is, can someone point me in the right direction? I know that some SRT files that I've viewed actually insert text [Speaking RUSSIAN] before the English subtitle, but most of the files that I have seen just subtitle the entire program/movie.
