Any request for some specific movie or episode will add to the counter for that movie/episode. The one with the most requests will be on top of the list. Anybody who would like to create subtitles, will most likely choose the one with the most requests.
If subs for one or another request is being worked on - 'nobody knows'. Do not think that the OpenSubtitles management team is making subtitles. Subtitles are made by the OpenSubtitles community and there is no road map or something like that. You will only know if and when the subtitles actually appear.

Well, requests are not really honored (people keep asking uppers directly) - perhaps we could put some bounty on it, like VIP for half a year (hell, it can be quite some effort). or at least make make the requests more prominent?
