Simple.
Select only the lines (portion) you want to synchronize.

If you want to synchronize portion of subtitle.
You have to select the option: only selected lines.

If that's not it, i can't help you because i don't use SE very much.
For synchronization i use the subtitle workshop.

Maybe another user who uses SE for syncs can help you.
You will have to wait.

However, if you want, you can synchronize in the subtite workshop
Select porton of subtitle then ctrl +D and add the sync, more or less.

Let me understand what you want.
Create at least four points. The beginning, the start and end to be timed, and the last.

Yes.

Go to : synchronization » point sync:

Select set sync point and then choose/select the first line of portion, after selecting the line (on the left side you have the following: sync point time code that's where you adjust the sync.
After adjust at the bottom select: set sync point

Then do the same for last line of portion. (here you don't need to adjust the sync)
Select set sync point and then choose/select the last line of portion
then at the bottom select: set sync point
You will have 2 synchronization points, first and last line of portion.
Then to finish, click OK.

Yes. Select first line of your choice... hold [SHIFT] and then go to your last line of selection.
Go in the top menu to synchronization and select the first option.

Then move the selected text with the new pop up menu -> earlier / later

UsenetAlias, simpler than my explanation. :D
I didn't know how to do it this way, especially because i mostly use subtitle workshop for synchronizations.

With your explanation i think Suadnovic will now be able to sync.
