Merging subtitles?

Hi there!

I'm very new to the subtitle world but I've done a little of syncing and other small stuff.

There is this one movie in particular that I'm trying to watch with my partner but I've only found one subtitle file in my native language but those subtitles are totally out of sync by a mile.

I've tried syncing them but after just a few minutes (1-3 minutes) they get out of sync again.

Now, I have a subtitle track in English that is perfectly synced and I could use that to watch the movie, but my partner, while she reads and understands English just fine, she tends to focus to much on "mind translating" the subtitles and watching the movie just becomes a chore for her.

So, to summarize, I have perfect subtitles in our native language that are out of sync and I also have perfectly synced subs that are in English.

Is there any way or any subtitle editing software that lets me take perfect parts of both subtitles (text #1 & sync #2) and merge them together?

Or maybe change the frame-rate of your native language subtitle, which may be different from the actual movie file.
