Writing subs

Hi,
I have no experience in writing new subtitles but I'd like to try it.
Which program is the best on your meaning ?
I'm using Windows XP if it is of any importance :)

Try Subtitle workshop (http://www.urusoft.net/products.php?lang=1), it's pretty easy software.
