probably not. it is hard to say, but if you can go to
www.opensubtitles.org and api.opensubtitles.org/xml-rpc and you also can download subtitles you should be ok.
Also it can be some temporary glitch.

Seems fixed, changed server of my vpn (Surfshark) and no more problems with downloading subs in Kodi.

I think I might be having similar issues too.
On kodi, it says my user name or password word is empty or not valid
