I wish someone to explain me what to do with this subtitle

Work in SW is inpossible, I have just hieroglyphs on load.
I think it is in UT-8 encoding, but I can't convert it in ANSI. On every try, I became file full with ?. Also, opening in EmEditor give some empty lines. Same thing with Subtitle Edit. It seems to me once was forbidden to use UT-8 at http://www.opensubtitles.org, (good habbit) or I'm wrong?
How can I obtain bulgarien ANSI file?

This subtitle is UTF-8 encoded (OpenSubtitles.org supports UFT-8)
When I open it in my Subtitle Edit, it looks totally fine:



I am not sure, but I think you need to install the character set on your computer.

It's Ok, I haved some copy on desk which I tryed to change, original file is Ok in Subtite Edit.
