Subtitles start in sync then get out of sync

The subtitles from Opensubtitles for this movie weren't in sync so I used the Subtitle Delay in Media Player Classic to get them in sync, but within a couple of minutes they go out of sync again. Same thing in VLC player. It's as though the movie and subtitles are playing at slighty different speed.

The movie is a DVD from Germany of "Branded to Kill". I tried 3 different English subtitle files from Opensubtitles.

That's likely got to do with the video being in PAL format, 25fps...? Anyways, since the original is from Japan, it's either 23.976 / 24 / 29.97, so that will cause the gradual de-sync.
