Strange changes on timing: 00:00:23.600 becomes 00:00:23.060

Here's a problem I'm seeing now and again.

Let's say I have original subtitles, straight from the broadcaster which go like this:
1
00:00:23,600 --> 00:00:28,160

A bit later, I come across another set of subtitles, but all timings have been modified in the following way:
1
00:00:23,060 --> 00:00:28,016

So all thousands of a second get an extra leading zero causing the last digit to drop off.

I've already seen this on many subtitles. Does anyone know what could be causing this? Is there a piece of editing software or a mediaplayer which causes this, or some platform-related conversion?

it's not a problem of editing softwares or a mediaplayer.
It´s a site problem/bug after the upload times are changed.

He said he would solve the problem, but to this day remains the same.
And lately I've seen many duplicate subtitles, and perhaps the problem is because of this...

If those duplicates were uploaded as an anonymous this is not the reason.
As an anonymous you can't upload files with such small changes.

No, this has nothing to do with opensubtitles. The two sets of subtitles I'm referring to have never passed through this site.
The first set comes directly from the BBC, the second set is the kind of subtitles I sometimes find in torrents or the likes. I'm just wondering if it's not strictly BBC related. I download a lot of their subtitles, can't say for sure if I'm only experiencing it with theirs. Maybe there's a way of capturing/ripping them, which causes this to happen.

I thought were related to the problem that I reported, as the subtitle times are modified...

In this case, it may even have been someone who after ripping the subtitle, changed the sync.
