Subtitles or voice overs?

Hi,

I am about to create a professional video for a client: in some parts of the video, the charachters talk in multiple languages, and I'm not sure if I should use subtitles or voice overs to solve this. I am aware that there are excellent voice over agencies out there, and they can actually help with both subtitles and VOs. Any views?
