Also i have come across greek subs which were useless regardless that setting, text was always displayed as a bunch of weird characters, or just a line of questionmarks. In that case, I just gave up. Then I think there is no other solution than using Subtitle Edit or Workshop, and re-sync blocks of lines manually.

To my knowledge, there is no sub software doing this specific task. But you can do your own "soft" with MS Excel, this could even be automatic with an Excel VB macro if you are familiar and have to do this very often (although it took me only five minutes by hand for your example). 1. Tran...

The Esperanto list is now corrected. Unfortunately, from 148 subtitles, the list has gone to only 18 ones ....

The OSCPlusPlus sotware seems to automatically upload all Romanian subtitles as Esperanto. I will advise the site admin, maybe something can be done about this.

Oss, I too agree 200% on the need to accept UTF-16 for OpenSubtitles. After all, it is a variable length code so it should not take a lot more space, if this is the reason for not accepting it ? As inserting a line at the right begining of the file seems to be a problem, maybe for now on it would be enough to add one only as the last line ? More than 50% of Windows softwares have moved from ANSI to Unicode. Including subtitle and video software...

Try using Subtitle Workshop 2.51 or Subtitle Edit 3.2.8. These softwares have several tools to synchronise your sub (change FPS, adjust first and last lines etc).

Malheureusement non, il n'y a pas de possibilité de modifier un sous-titre déjà uploadé. Il faut uploader la version corrigée, et si besoin marquer l'ancien sous-titre comme étant 'mauvais' (en expliquant pourquoi), pour qu'un administrateur puisse le désactiver.
