Subtitle Edit does have something related:
File > Export > EBU stl...

In Subtitle Edit you can choose for the STL format. Not by 'exporting', but just File > Save as > DVD Studio Pro (*.STL) But recently somebody reported some issue, see https://forum.opensubtitles.org/viewtopic.php?f=1&t=15918 Not clear if this is SE or VLC (or player) related. Just give it a try.
