Where this error happens? In some player? In the homepage when you are trying download. This happens when you are trying to extract the subtitle? This is because you are trying to upload a subtitle that has already been upload, and for some reason was disabled.
So, your subtitle is the same, both in sync and in translation, can't be uploaded again.

"We already have this subtitle file". This message only appears when the subtitle that you are trying to upload is the same as the one that already exist on the site, active or not.
So, the translation or sync of your subtitle should be the same * as the one on the site.
